Team One: (0.6 x 14) and (0.4 x 18) = 8.4 + 7.2. = 15.6  rounded 16

Team Two: (0.6 x 15) and (0.4 x 20) = 9 + 8.0  =  17.0 rounded  17 

Difference is 1.4 , so rounding that down to 1,  Team Two receive 1 shot

Both tee off, select the best drive, whoevers drive selected, his partner takes the next shot, then taking alternative shots until hole complete.
